Buses in Michigan manufactured after October 1, 1990 were the first required to have the 8-light warning system.  Buses built prior to this date were only required to have the four red lights common on older Michigan buses.  This bus apparently underwent a retrofit as indicated by the mismatched amber warning light visors and a modified control panel.  It is a 1990 model, but made before October 1, and therefore may have been retrofitted out of preference.  It's sister bus 90-22 can be seen at the Brandon lot by clicking here.
