Owner/Operator: Mehlville School District R-9, St. Louis, Missouri From Todd's email: Buses 21 and 23-27 (no 22) were purchased new by the Mehlville School District R-9 in St. Louis, Missouri in Spring 1985.  After years of purchasing buses by nearly every body builder BUT Blue Bird, Mehlville began purchasing Blue Birds in 1984 with Buses 92-97, and then a year later with Buses 21 and 23-27.
